Job Summary

The Canadian Security Intelligence Service (CSIS) is seeking the services senior program manager to assist in the development of special purpose communications systems and other electronic tools within the Scientific and Technical Services Branch. The successful applicant will be responsible for, but not limited to the following:

  • translating operational requirements into problem definitions and project requirements;
  • assessing project requirements, researching, analysing and applying complex technologies to synthesize possible technical solutions and determining the technical feasibility of these;
  • creating appropriate project documentation such as project and system specifications and designs, developing, testing and deploying solutions;
  • analysing complex technical networks, architectural designs, and related complex technical problems, and then developing strategy and concrete plans, and ultimately overseeing the troubleshooting and resolution of these;
  • ensuring that appropriate support and user documentation are prepared, and training and logistic support materials and process are put in place;
  • providing guidance to operational units regarding the provisioning of training and life cycle support to the solution;
  • developing contracts related documentation such as statements of work and proposal evaluations to secure resources to assist in these tasks;
  • delegating tasks to contractors and monitoring to ensure solutions are developed in a timely and cost-effective manner to meet operational requirements, and integrated successfully with other systems;
  • providing engineering consultation to operational and other engineering staff on matters; and
  • providing briefings to operational staff, technology forecasts and budget estimates to supervisor and manager in support of budgetary and strategic planning.

This position has supervisory responsibilities.


Education

Undergraduate degree in Engineering (Electrical, Electronics or Computer) or Applied Science (Electrical, Electronics or Computer Engineering).

Eligibility for licensing as a Professional Engineer.


Experience

A minimum of ten (10) years combined experience in the design and development of embedded systems or telecommunications related technology.

A demonstration of relevant experience is desirable in the following areas:

  • Embedded system design;
  • Electronic circuit fabrication;
  • Development of compact and portable systems with battery-power constraints and requiring power management;
  • Design, fabrication and validation for environmental factors such as heat, humidity, dust, vibration etc;
  • Design, development or support of: current and emerging wireless cellular and other technologies and mobile wireless applications, current and emerging wireline and public and private IP / VoIP telephony networks and technologies, systems using networked information technology, including system design, software architecture development, some object oriented programming and knowledge of C and Java, and IP protocol-based application development on Unix and Windows-based platforms; and
  • Product test, evaluation and validation, and replication of client network problems, troubleshooting and resolution.

Other Requirements

  • Ability to communicate effectively orally and in writing to technical and non-technical audiences;
  • Project management and team leadership of projects related to embedded systems or telecommunications devices; and
  • Consult and work with clients to determine requirements and the formulation of technical proposals and deliver presentations.

Security Requirements

Candidates must have no criminal record, must not have used illegal drugs in the last twelve (12) months and must be able to obtain a Top Secret security clearance. This process involves a security interview, a polygraph, and a background investigation that includes credit and financial verifications.


Language Requirements

Bilingual imperative (B/B/B).


Salary Range

$94,840 to $114,210. Salary is commensurate with qualifications and experience.
